Configuration Control vs Change Control

Hi Community,

I feel confused about distingush these two concepts

I know Change Control is to evluate change request, develop the change , got approved by CAB.

Configuration Control is to control the configuration of system is stable, only authorized change is deployed

But what happened if the system admin modify the libriaries used without authorization and annoucement to others, is this a violation of Change Control and Configuration Control?
